Can someone explain me the logic behind giving rebels 200% max health for one turn?

I'm not 100% sure, but I believe the "first turn" clause is meant only for the ability block and fear, not for the 200% max health. Someone can correct me if I'm mistaken, but I think it's just not very clear wording that's all.
