OP is referring to the store I think . So although you are right they don't change drop rates on farms 33% or whatever is it , the OP is saying he is refreshing the store and can't find the shard he is looking for . Other wise it would be 9 days of refreshing a node 3 times a day for 5 Sims making a total of 135 chances missed .
OP stated 27 and said he was seeing sarg ship shards , definitely a shop thing which I think is random .
The amount of time I had to wait for the final logray or dengar shards was painful because there is little sequence or pattern of what the reshresh brings out of the possible shards available in that store .
Some shards have certain spots and some share the spots with others , I know b2 , magna , sith assassin,and Sarge have the same spot in guild token shop but which one you get when you press refresh is more luck than maths .
