At that point it's pointless running a pheonix squad because they just aren't good enough with only 3 and the leader ability becomes kinda underwhelming.

I think you may be underestimating these squads. Pick the 2-3 best unique for your server and anchor with known successful staples in arena.

Personally I think you are underestimating the uniques if you think that you'll be better with only 2-3 characters.
