I think that you (and others) are dramatically misreading what's happening. Unfortunately, your dramatic misreading is the optimistic kind. You can't even get a 4* Raddus IIUC. Here's the quote:

You will first complete 4 tiers (4*,5*,6*,7* ships and any 4*,5*,6*,7* Capital Ship are required respectively) and unlock the featured Capital Ship at 4-Stars. Once those tiers are completed, you will unlock a repeatable event that rewards 10 Blueprints for each successful completion to finish upgrading your Capital Ship.

If you don't complete the 7* tier, you don't even unlock the Raddus. Nor can you collect your 10-20 shards/month. So you'll be however many months behind = the number of months it takes you to finish getting all the ships to 7* and all the toons geared up enough to complete the event.

Fortunately for me, 3 of the necessary pilots are relic'd already and all the ships and toons are 7*. I don't know that I'll get it done the first try, but at least I have a chance. We'll find out how hard the event is tomorrow.
