Two thoughts - we don’t know if you can refresh event also each time, which would allow whaling
The second thought is that if you can’t and you get 20 shards a month then it will take a year for 7*, meaning in Raddus is required for GL Rey it will be 2021 before they even get a shot.
Me thinks there will be a whale around in there somewhere
