I'd be okay getting rid of the preview phase. I'd love to be matched up with someone who doesn't care lol
As for the TB/TW thing, here's how I'll try to explain it.
If 10 people join TB, and do nothing, it would have the same effect as if they sit out, whereas in TW, joining and doing nothing really hurts your guild matchmaking-wise. People might forget to join TB, but they'd play once reminded, so CG eliminated that step.
