You mean you can blindly pick the worst ships you can think of and auto win with a half upgraded Negotiator vs the previous meta completely maxed? Because Ackbar teams with a relic Bistan ship say that’s not true even slightly.
Maybe his ultimate will make him drastically better. Totally agree with that. However the current power disparity is over the top, and inexcusable.
