If you look around at other similar games the energy refresh rate and cap are all very similar. It's part of the marketing strategy of the type of game.
If you want to get maximum benefit of the free energy, you need to log in several times per day, look at stuff, make decisions and such. The idea is that you will get frustrated looking at it so often in the day and decide to spend to speed things up.
Even leaving the frustration mechanics to the side, the marketing guys think the more often you look at something the more likely you are to spend.
So the refresh rate and cap are by design, and unlikely to ever change, unless the research points to a more profitable model.
