A lot of factors at play, but keep in mind that € price probably has a VAT added in.
A friend of mine bought the episode pass from the web store. VAT was included in the $20. He was buying the episode pass ingame till I told him about this difference. Yes, VAT is included in the 24 EUR price so do in the $20.
