Does the Episode Shipment store refresh at different times for different people or is it global like GAC lock-in?

My Episode Shipment store always refreshes at the exact same time as GAC lock-in. This precludes me from acquiring and leveling up the new FDCs before lock-in. This seemed normal to me.

But I’ve been told people acquired the new FDCs before lock-in because their store refreshes earlier.

This seems like a completely unfair competitive advantage for some players. I cannot acquire new FDCs until the store refreshes which is out of my hands.
