I'd noticed that too and asked about it here. Someone informed me that this happens because in the formula used to calculate armor, the character level is the denominator. This was the formula they gave:
Armor% = 100×Armor/(7.5*Lvl + Armor)So if the character goes up a level but their defense value doesn't, the displayed percentage will go down. It just looks like these toons' defense doesn't bump up every level.
