when there is a chance something could happen, it will happen. Hope this helped you understand that your proof isnt exactly proof. It still might be rigged, but i see no information that is convincing enough for me to believe it is rigged.
and now to debunk this argument by using the common argument. We have no proof, you can only speculate that that is how it works as the developers have given no solid information.
i just gave you proof that there is a base evasion dodge rating...
However from experience I would say it is a flat 25% of reduction, not only because of the wording: '-25% evasion chance.' (If you remove 25% from 25% you get 0%)
you just said a character with evasion down dodged twice in a row.. what experience are you referring to that gave you the impression that it is in fact 0% ?
But also because of evasion up and how that works. Evasion up provides +10% evasion. Now if you were correct, a character that has 15% evasion would then have 16.5% evasion. And we all know that isn't right. Statistics alone prove it, a character that has evasion up has a Massively bigger increase than 1.5%.
i disagree, they dodge alot even without evasion up. From my own experience i havent noticed a massively bigger increase. But that is debatable i agree. Human perception (mine and yours) is not really accurate.
