Isn't there a difference between dodge and evasion? ATM it's not even clear what toon the OP is complaining about or if it was an evasion or dodge.
Maybe I'm wrong, but Deflection rating and Tenacity and Dodge Rating are all different things I thought, and without knowing any details this discussion is already pointless. Even more so after the OP's magnificent "my word is proof".
