There are a great deal of nuances with mod farming, mod depth, and your mod arsenal. The answer to your question for a highly analytical mind is, "Yes, I can't believe you did that." The answer based upon what 95% of mod-workers live by "high speed or go home" say you did the right thing. Much of it depends on how nuanced you want to be with mod-obtaining. Do other secondaries matter? Absolutely.

I was motivated to do this by a fella I recently faced in GAC who has some super 100+ modding despite having very few complete sets, very much a modding mess that still had ludicrous speeds. I need to bump up my speed in general, as the average on my toons is +80 unless I have a really dedicated set. I'm getting more 100+ toons and excellent modding on various characters, but I was looking to raise the floor.

Worth remembering that a full speed set will only give you +10% of a character’s base speed (and it’s rounded down to boot).
So for someone like Piett (179 base speed), a full speed set gives you an additional 17 speed. But if the speed secondaries on those mods are poor, it’s quite conceivable to get more additional speed with an incomplete mod set with better secondaries.
