Executor event refreshes

I just failed against the Execuror (Bonus Tier) and now it's locked. Can't do anymore refreshes. Was checking the dev announcements for the event and couldn't find any mention about a max number of refreshes (did I miss it?).
Is this normal to wait for 1 month for the last 10 shards if I have the crystals?

    You only get to refresh 19 times. You have to buy some packs if you want to take executor up to 7 stars if you just unlocked it.

    If there is a limit on the number of refreshes of the event, then that means there is a hidden “victory count”
