I have a different view. For all legendary events, I have a list of different requirements. if I have fulfilled this I can play the event.
For example, I need a 5 star Finalizer for SLKR, and that's it. I don't need a 7 * in the last phase.
Same for Rey. I need a 5* Raddus , that’s all.
I have no problem with the requirements. but so they are useless and misleading.
SLKR and Rey are Galactic Legends
Legendary events are listed in a similar unless way as executor, each stage showing it's requirements.
It is the make players frustrated so they will just spend marketing strategy.
