First, new players will hardly find anywhere in the game to directly confront old players. Besides, the executor coming to the game is already a fact, therefore what is relevant is how it will be released, not if.
Being a friendlier release than having both massive prerequisites and a long wait time to max it without further expenditure is actually in favour of both new and old players.
Also, a new player should expect to be in "a catch up" situation in an almost 6 years old game.
