Executor being very good at 4 stars (or 5, don't know where it unlocks) is kind of obvious from what I wrote because when you think of why they are doing this power curve thing in the first place is for them not to have to touch fleets for the next 2 years. There would be no curve if Executor was not stronger already at 4 stars.
If they made it a 7 star unlock they would just tune Executor that much weaker in compensation BUT would also have to be prepared to release another fleet meta cycle after only ~1 year. This they do not want to do because people are not whaling enough for fleet releases.
