Hi, when this event will start. I searched but didn't find something recent. on 15th of every month or is other period.

It will appear in the Journey Guide on the 15th of the month

The first time you are eligible, you'll need to find it through the Journey Guide. It will show up in Events after you beat it the first time
I am eligible, but in journey guide apear "event currently unavailable". only shop for reqirements are active.

Executor event is on the 15th, requiring you to go through Journey Guide if you don't have it unlocked. Executrix event should be permanently available in Events if you don't have it 7*. But I'm guessing you were intending to ask about the former.
