Fanatical Devotion AB - CT2 and CT3 Inquisitors

Is it possible to pass (or 3*) CT2 or CT3 with the 5 prereqs for Grand Inquisitor?
CT1 was possible with relatively low gear (g10/g11) but now that I have relic 5s I'm wondering if CT2 /CT3 are possible to 3*. Or if you actually need Grand Inquisitor to pass those tiers. I'd like to save myself the time and trouble tomorrow if its not possible.
