Lol, mod wise, unless it gives you 2x damage and 2x speed, it won't be enough. Stacking tenacity and speed negates any mod in one hit.
Lvl90 is nothing given the level scaling on stats - 1 g12 piece >> 5 levels. Don't expect to see lvl90 until g13 to drive the leveling.
Instead I expect new marquee or Legendary toons that synergise to make it easier. Visas has potential but needs some backup.
Well the heroic tier boss' are level 100. I see level and mod increase (got all the whales to burn their tokens with new mod store lol) and I agree with you, there will be new characters tooled specifically to do well in the raid.
