65 covers what you would usually get from all the components, but minus the chance to get a huge number of crystals some day. That chance was staggeringly low but not zero -- less than 1% -- which meant that in a game with 10s of thousands of players, some folks would get lucky and get it 10 or 12 times in a single year while others would go a whole year without getting it once. This creates the illusion of fairness (everyone gets the same chance) but in practice it creates divides between lucky/normal/unlucky.
Giving out crystals that average in the rare events -- so it's 10/day every day for finishing instead of 5 a day most days, 10/day once a week, 25 a day once per month and a much bigger reward in very rare cases -- is a net benefit to the player. You get what you would have gotten with normal luck, but you don't have to sweat your luck on any given day.
