Filled out cheater form and nothing happening

We have a person in our fleet shard that has Tarkin lead, and under geared and under leveled geo ships taking out our executor fleets. Usually seconds before payouts. Super annoying that we take out his fleet in one turn and he can knock us down somehow minutes later. We've all lost thousands of crystals at this point due to the sniping. We’ve filled out the form to get him investigated/banned and he’s still at it months later. Not sure what else we can do to get him out.
