Your entire premise seems to be built on the idea that since Thrawn is supposed to be the empire's cleanser, other characters should not have a better cleanse than him. This ignores the fact that Thrawn is not simply just a cleanser, but an all-around support character. Thrawn's cleanse is not bad by any stretch of the imagination, and in some circumstances it's better than the cleanse of the other characters you mentioned. 40% prot regen is super useful, and the TM manipulation can be used in a more flexible way than FOO's ability because Thrawn swaps TM. Also, it is widely accepted that Thrawn is a stronger character overall than those other cleansers. As another person already said, he's the best DS toon. You think it would have no effect on game balance if you take one of the best, most used characters in the game and improve one of his abilities? He doesn't need to be the best at everything in every situation. And don't forget that if you use Thrawn as a leader, all empire allies get a cleanse ability that grants them TM on a short cooldown.
Why not? Chirrut as a Support toon has a powerful team cleanse and a powerful team heal. He is very good at both! Besides Thrawn's Lead ability is situational and it cleanses Empire toons individually thus using their turn to do so!
