Wondering if this has more do with their buffs or the upcoming event requiring Sith and First Order? While I've no real opinion on whether they should be moved to shipments after the event, I feel it would be unfair to move them before the event. I don't have 7* FOTP or FOS either, so I'm mainly speaking for those that have prepared themselves for such an event, and should have a bit of an advantage.
