No one is at lvl 78 yet so we shall see, so far he is only a pain if I do not have any stun characters left. Since I run Aayla, RG, Yoda this has never been an issue +crit chance up from leia.
He is terrible until he is the last person on the team, the rest of the fight he contributes very little. Highest on my shard is only lvl 76 though so we shall see how everyone is when everyone is at lvl 8 abilities.
