Fleet Challenges

Considering the horrendous drop rates, why aren't the ship challenges available to do 3 times like regular challenges? It doesn't make sense to have only 2 attempts rather than 3, especially because ship credits are almost non-existent. This just seems a bit over the top.... what do you guys think?
