Thrawn was not difficult to unlock. The characters were accessible, they didn't need zetas, didn't require high gear. Heck, they didn't even need to be level 85, or have their abilities maxed to 7* him.
IIRC (and I might be wrong) the very first Thrawn event was shortly after all the Phoenix characters were released - and I thought (again, could be mistaken - it was awhile ago) at least two of them shared a farming source.
