My guess is financially speaking, the limited release LSBs with no fixed schedule creates an ideal FOMO opportunity. Lots of GI bundles are being purchased this week given the bundle might not drop again until maybe Nov with the anniversary. If this was permanent, many players would delay the purchase in preference for other bundles (like the cheaper SLKR one) and wait until they are ready to farm each squad or GL.
I have to agree, CG/EA will make less money on all the other packs, relic mats, kryos etc is LSBs are always available. The suspense of "when" drives up sales as well.
Players are left wondering "to farm or not to farm"
