Why are they not in the game? I understand that it is controversial if they are canon or not, but that's not what this thread will be about. Since there is now a growing popularity in Empire AND Rebel...

I would guess that the characters added are also vetted by Lucasfilms, and this is the reason for some slow releases of new characters and would be even longer for approval of non-canon characters.
I stated that I don't want to debate why these characters are not canon, when HK 47 apparently is, as well as characters like Scarriff Rebel Pathfinder whom haven't been in any film or series that would be considered canon. The fact that they have canon versus not canon in this universe is ludicrous and I will always ignore that debate as it isn't ever going to stay the same. For instance, the current Boba Fett has the ability to come back after being defeated. Why? In the Star Wars canon, Boba Fett died by the Sarlac, it is only in the non canon did he survive and come back. This same logic is used for many of the character in this game. So for the developer to simply ignore an entire franchise purely based on a perspective debate is absurd.
I understand you don't want to get into that debate and don't blame you. I am not trying to say if they are not canon they can't be in the game because I don't believe that. However my point was if character tags need approval by Lucasfilms I would think characters would also. Canon characters, or closer to canon generic characters will probably get a faster easier approval than non-canon characters will, so they get added more.
I'm going to disagree with you there. The developers have the ability to add whomever they please. They have already demonstrated that class tags can be edited and augmented as needed with the scoundrel event now including IG88 and ST Han. The argument that they HAVE to wait for class tags, I chalk up to they don't have the money to pay the developers enough to make the characters that the people want. That's why Jedi Knight Luke, and General Kenobi haven't been released yet.
We don't assign tags lightly. All tags are very carefully vetted by Lucasfilm, and they have final say (as it should be, it's their IP). Darth Sidious isn't a Separatist, even if he had some behind the scenes dealings with Dooku, he wasn't actively fighting for the Separatist cause.
