Fracture in Geo TB

Idk if this has been addressed yet, but is it a bug that clones can gain TM and attack while Fractured? Thrawn Fractured one and it still had enough speed to attack before some of my other characters, specifically Nihilus. The squad that disabled the 5% bonus TM was filled so I know it wasn't that.
