maybe the massive force-sensitive tree (i can't remember his name) for a legendary. Marquees could be Fulcrum, new ezra, rebels obi-wan and rebels maul. Plenty more just thinking off the top of my head.

Bob: Hey Jim, what characters are good enough people will pay for but not a ton of people have?
Jim: Well Bob, I'd say Hermit Yoda, Wampa and Fulcrum.
Bob: Ok Nancy, lets build packs for those characters then the office can go on vacation!

I'm guessing all 3 are just not-widely-owned characters that people are likely to spring for because they're hard to farm.

While i doubt it means there will be new rebels characters coming i'd love it if they brought out the grand inquisitor and kallus
