I think devs were clear enough with this post: we just care of whales and very late stage players, all the rest we don't.
I still hope for an explanation of this completely disregarding treatment, but my guess is no.
That said, I simply dropped from paying attention to the sith raid, I do my battles in auto without even setting up the teams just to keep helping the guild a little bit. Rewards for lower tiers are so garbage that I don't even notice them.
