They have already done the maths on how many matches they have to lose so they don't get promoted too much but can win enough to get a nice amount of guaranteed crystals without needing to fight hard.
I'm sure there are niche cases where that scheme works, but in general for it to work, one would have to be able to accurately predict their future win/loss ratio, and actually deliver the required number of wins. I am having a hard time believing that that is practical. And there is the "observer changes the observed" thing - when there are enough people doing this, they would run into each other in lower brackets and basically drag down every one's win/loss ratio.
