Why not ban them? Botting is against ToS. And some of these guilds that are almost entirely comprised of ticket bots probably use them to create a few hoard accounts to sell and selling accounts is against ToS.

If you need an extra body to hit 600 tickets because you care that much about a raid being 2% sooner, create another account and do it yourself.

You may be using the term bots wrong. I've never seen an actual bot account in this game. Do they really exist? When you "ticket bot", what I understand is someone's alt account that gets played for this purpose. There is nothing against having as many accounts as you want or how/how much to play them.
