Galactic Legend Ticket Packs
How does CG determine when these packs should pop up. They appear to pop up randomly while you are working on a GL. If you just navigate those screens enough can you proc them?

They disappear when you are over certain thresholds of tickets. You can't go over 144, so they don't let you buy them if they would put you over.
