The problem with that assumption that the wording prevents missing a turn is that GLs do not have the code to be immune to fracture (a very similar stun like effect that causes the loss of a turn). I understand the idea of using stun effects to cover missing a turn, but the fact that fear has a unique effect means it should probably be called out in the unique, no?
