Rose has an underrated kit because there's no reason to run her as she doesn't make the top resistance team (or even the mid tier resistance team after bb8 r2d2 and c3po get stolen). Finn's leadership doesn't quiet justify a zeta.
She has a better kit than phasma (for example).
I would not be surprised if most people with legendary rey run two resistance teams in ga/tw after galactic legends events. I would not be surprised to see rose feature in one of them.
