My guess is they ran out of time and rushed content is why we needed them initially but ultimately haven’t had to use them. Recall, they stated originally that G13 and Relics wouldn’t be required on all toons, then subsequently changed that requirement.
IMO, no way they meant for T-4 through T-6 to be identical.
