Galactic Legends upgrade

Will each Galactic Legends get their abilities upgrade? I was asking because when I upgraded my Sith Eternal abilities, I see Max level 1 and I was wondering if all will get upgraded to Max level 2 or 3 in the future update?

All abilities except the ultimate max at 3.
