Absolutely not, Han Solo used Luke's lightsaber. It's a flashlight with a button like any other tool, the Jedi and Sith use them because they require skill to master and put them at an advantage to blasters.
Not to mention General Grievous. Then there's Cad Bane, and arguably Sabine and Pre Visla. And most recently, Finn.
Finn could turn out to be a Jedi though, and Pre Visla and Sabine used the Dark Saver which isn't like traditional lightsabers because it wasn't made by the Jedi, it was made by the first Mandelore.
