Anyone else finding nearly everything is broke in P4? Or the rng has no set moves/TM?!!?

Unfortunately Malak was finished too recently to do that for me. 6* star won't take especially long (only 20 shards away) but 7 is going to be an irritating wait, especially now that I'm very close to having all his gear.
