Gear 10 vs Gear 11

Can someone please explain to me why only some heroes can go to gear 11? It seems kinda unfair. Some of the heroes that could really use all the help they can get and are underpowered and stuck at gea...

only 12 characters in the game can get to gear 11

I have 6 of them at gear 11, working on the other 6
