That's seems to be the definition on Swgoh GG too (if he would to check what gear he needs now on Swgoh GG, he would go to check gear 9, not 10, although people in this forum would say he's ''gear 9ed'' already). Again it is very confusing for me LOL
He's gear 9 now, collecting gear for gear level 10.
That's the way I've always interpreted it anyway. When you tap "upgrade" you then begin collecting gear for the next level.
