Unless they are addressing kyros the rest is all fluff. I am certain they know this and it was probably the plan all along.
By addressing many of the others all you need to farm is kryotech, its indirect but it did address the situation.
Maybe you have not noticed the amount of kyros some characters require? Because I fail to see how creating a new low gear choke point is addressing the low gear crunch in any meaningful way. It doesn't matter what the gear actually is. It is a barrier to making new characters useful in reasonable time frame.
