Gear scavenging issue

Question

scavenging fully crafted gear obviously gives you more scrap for relics. But how do you craft gear though if no toon you have needs the said gear?

They said in one of the q and as they are working on a gear inventory type system.  Not that I have faith in things on their to do list getting done
