Scavenge our scavenge

I have over 200 R8 material and no way to use them because I'm out of R1 scavenged material. Im a day one player “FTP” 4 GL and EXE etc. i’m living on borrowed time no way to unlock another GL no R1 etc no way to Relic because the gate on R1 scavenged material is broken. When will they let us scavenged our material down?
