GG vs Padme - Is it a bug?

OK. Looking through the kit and I'm having a hard time here. I'm on t6 and I've noticed in almost all my tries that when ever I use Skittering Horror on Padme sometimes I'll get a stun, but it never does the damage it says it will. Namely Physical Damage based on GG health. I mean I hit Anakin with it to check and wham. I hit Padme and it doens't move at all. Also says if debuffed they lose 10% max health and the entire attack can't be evaded. So what am I missing? I can see in her kit she can't be critically hit, but this isn't crit damage. Is this some CG cheese here to further god buff the events?
