In all seriousness: Yes, mods are very RNG-dependent.
However, if someone has great mods, it doesn't necessarily mean he is more lucky than you are.
In most cases it simply means he spent (and probably spends) incredible amounts of money to roll the dice more often than you.
One more thing: There's no better way to get great mods than the store. I will only spend energy on mods if there are no more toons left to farm (which will be soon, but there will be new ones eventually).
You wouldn't believe how many gold mods I bought with 5 speed secondary (which are the only ones I buy), and they didn't even move up to 8 speed when going to L12.
