I mostly agree. I don't think that his arena and fleet ranking should matter during matchmaking though.
Anyway, the grand arena is supposed to be about skill. When it uses total GP for the matchmaking, then the winners will be people who have a high GP variance in their rosters (i.e. many low lvl and low gear characters and many maxed characters). The more lvl 1 and gear 1 characters a person has, the more they'll benefit, as it brings down their total GP.
It would make more sense to use the GP of the, say, top30 most powerful characters in players' rosters during matchmaking, since these will be the actual characters used in the grand arena.
